Previously the pilot program was only available to fire survivors from the 2008 wildfires. Homeowners could build using lumber from their own property as well as recycled materials.

119 homes were lost in and near Concow and Butte Valley during the Camp and Lightning Complex fires. 87 homes were lost in the Humboldt fire.

If Title 25 is passed, it will only be able to be used by owner or builders in unincorporated areas of the county, unless they are located in a city's "sphere of influence."

Action News Now spoke with firefighter and homeowner, Laurel Paulson-Pierce. Her home was destroyed in the Butte Lightning Complex, but she has since rebuilt her home, all thanks to Title 25.

"It's based around people who want to provide a home for their family, people who want to create a roof for themselves and are willing to put the work into it for owner builders, but it's not restrictive. If you don't have owner skills, you can hire a contractor to do the building," said Paulson-Pierce.

The Board of Supervisors will decide on whether to pass Title 25 on June 26th ... If adopted, it will go into effect 30 days afterwards.
